Apodaca Blueprint Design Workshop

Las Cruces residents, property owners, and business owners are invited to participate in a community design workshop during the week of January 8 through January 12, 2018 to promote reinvestment in the neighborhoods between Apodaca Park and Interstate 25. Workshop activities will explore possible land use and development options on the former Las Cruces Country Club property, City-owned property at the intersection of Madrid Avenue and Triviz Avenue, and other key locations in the Apodaca Blueprint planning area identified during the workshop.

The Apodaca Blueprint design workshop will include evening events and daily public drop-in hours. Key evening activities include:

  • Monday, January 8 (6:00 – 7:30 pm*): Kick-off Open House, American Legion Post #10, 1185 E. Madrid Avenue
  • Tuesday, January 9 (6:00 – 7:30 pm*): Technical Issues Workshop, American Legion Post #10, 1185 E. Madrid Avenue
  • Wednesday, January 10 (6:00 – 7:30 pm*): Preliminary Concepts Workshop, Branigan Library, 200 E. Picacho Avenue
  • Thursday, January 11 (6:00 – 7:00 pm**): Final Presentation, Branigan Library, 200 E. Picacho Avenue

*Monday, Tuesday, and Wednesday: No formal presentation.  Drop-in any time during advertised hours.
**Thursday: Formal presentation begins at 6:00 pm.

Apodaca Blueprint: Planning Area Preferences Survey

Residents, property owners, and business owners are invited to participate in the first on-line public survey regarding reinvestment in, and the revitalization of, neighborhoods adjacent to Apodaca Park. The on-line “planning area preferences” survey represents the first of many planned public input opportunities related to the City’s Apodaca Blueprint neighborhood planning initiative.

The Apodaca Blueprint was initiated by City Council Resolution 18-032 on September 18, 2017.  The planning area includes the former Las Cruces Country Club property as well as City-owned property at the intersection of Madrid Avenue and Triviz Avenue. Apodaca Blueprint Project Website Online

 The public is invited to access a new website dedicated to the City of Las Cruces’s recently initiated Apodaca Blueprint neighborhood planning effort. Interested residents, property owners, and business owners are invited to learn more about the Apodaca Blueprint planning initiative by accessing the website at the following address: www.apodacablueprint.com. This website will serve as the clearinghouse for all project announcements, online surveys, documents, and news.

The Apodaca Blueprint was initiated by City Council Resolution 18-032 on September 18, 2017. The planning effort is designed to promote neighborhood vitality and investment to the east and southeast of Apodaca Park. The plan will recommend “neighborhood conservation” strategies intended to maintain or improve the condition of property and quality of life within Apodaca-area neighborhoods as new development opportunities influence the area.

Apodaca Blueprint Planning Team Conducts Stakeholder Meetings

Staff from Halff Associates, Inc. – the City of Las Cruces’ planning consultant for the Apodaca Blueprint project – conducted a series of four “stakeholder listening sessions” on Thursday, Nov. 8, in Las Cruces City Hall. Stakeholder listening sessions were held with representatives of the following groups: public service providers, property developers, neighborhood advocates, and business and industry representatives. Consultant representatives Christian Lentz, AICP, and Joshua Donaldson, AICP, facilitated all listening sessions. Lentz and Donaldson also conducted individual interviews with City Councilors Kasandra Gandara, District 1, Greg Smith, District 2 and City staff members between Wednesday, Nov. 7 and Friday, Nov. 9.

Apodaca Blueprint stakeholder listening sessions represent the first public input opportunity in a planning process that is estimated to last between five and six months. Attendance was by City invitation, via lists compiled by the Las Cruces Community Development Department. The general public will have an opportunity to participate in the Apodaca Blueprint planning process through online and on-site activities to be scheduled in the upcoming months. Las Cruces City Council Initiates the Apodaca Blueprint Project

Las Cruces City Council unanimously passed Resolution 18-032 on Sept. 18, 2017, initiating the City’s fifth Community Blueprint. The Apodaca Blueprint neighborhood planning effort is being prepared in accordance with the City’s Community Blueprint Planning Initiative created by City Council in 2011 and amended in 2015. The Community Blueprint Planning Initiative seeks to create detailed strategic plans within specific geographic areas of the City that assist in implementing the goals and objectives of the Las Cruces Comprehensive Plan.

The Apodaca Blueprint plan will recommend “neighborhood conservation” strategies intended to maintain or improve the condition of property and quality of life within existing neighborhoods, and guide the type, scale, and character of new development that may occur in the vicinity of Apodaca-area neighborhoods. A map of the Apodaca Blueprint planning area is located here.

The Apodaca Blueprint will be prepared by Halff Associates, Inc., a multi-disciplinary engineering, planning, landscape architecture, and architecture firm based in Richardson, Texas. The project will be administered by the City of Las Cruces’ Community Development Department.  Copy of Resolution 18-032 can be found here.
